  • Overview

    Responsible for on-going development, implementation, and maintenance of Meritrust’s Bank Secrecy Act (BSA), Vendor Management Program (VMP), and fraud management tracking programs. Directs and coordinates all updates related to BSA and VMP. Coordinates and assists in the training of all BSA and VMP regulations, policies and procedures. Conducts compliance reviews of all marketing advertisements. Ensures that all required policies are in force and reviewed periodically for adequateness.This position will be privy to confidential employee and/or member financial information; candidates must be absolutely trustworthy in terms of protecting privacy and managing classified data.



    • Administer Meritrust’s Vendor Management Program, including but not limited to:
      • Assist in project planning, contract reviews, and vendor risk ratings
      • Monitor renewals and ensure timely communication is given to all department heads
      • SAS70/SSAE16 ordering as needed, tracking of SAS70/SSAE16 reviews including follow-thru of any concerns
      • Ensure all contracts and supplemental information is retained in the VMP system
      • Conduct quarterly Accounts Payable vendor review to ensure all contracts/vendors employed by credit union are accurately documented in the VMP


    • Review all credit union marketing materials for compliance with various regulatory requirements
    • Develop, review, and update compliance policies, procedures, and programs in accordance with applicable laws and regulations and communicate to impacted departments


    • Assist and cross-train to monitor and review all aspects of BSA Compliance, including, but not limited to:
      • File and prepare monthly reporting of Currency Transaction Reports
      • Make determination of Suspicious Activity Report (“SAR”) reportable activity and ensure accurate and timely filing
      • Perform Enhanced Due Diligence (EDD) on business and personal accounts with primary focus on money laundering, terrorist financing, and BSA issues
      • Document logical interpretations of account activity, particularly as it relates to EDD for high risk accounts and cash intensive members  
      • Maintain proficient knowledge of government regulations with particular emphasis on Anti-Money Laundering, Bank Secrecy Act (BSA), Office of Foreign Assets Control (OFAC) requirements, U.S.A. Patriot Office Act, and Member Identification Program (MIP) requirements
      • Monitor and file FinCen 314a in a timely manner
      • Utilize the credit union fraud detection software, and evaluate risks it presents
      • Maintain BSA record retention
      • Perform Annual BSA risk assessment
      • Assist with BSA training


    • Assist and cross-train with compliance team on all items, including but not limited to:
      • Administration of Archer
      • Perform or assist with monthly Visa Card audits
      • Evidence research and production
      • Maintenance and verification of building security equipment
    • Set up new employees, edit and delete exiting employees with CUNA Mutual Group and Diebold Revisor
    • Maintain NMLS database
      • Assist in security training
      • Assist in project teams as assigned
      • Perform other duties as assigned


    • Excellent investigative, analytical, problem resolution, written, and verbal skills needed
    • Demonstrates discretion and confidentiality in work-related matters
    • Ability to prioritize work flow and complete multiple tasks simultaneously and accurately
    • Aptitude to work independently with strict attention to detail required
    • Working knowledge of credit union policies, procedures and practices helpful
    • Working knowledge of banking regulations, security regulations and related laws
    • Proficiency to analyze and review the accuracy and controls of financial operations
    • Ability to use independent judgment to manage and impart confidential information
    • Capacity to effectively interact with all levels of management, staff and outside parties including examiners and auditors required
    • Must have the ability to research, audit, write reports and draft policies and procedures
    • 1-2 years of internal audit or financial institution operations preferred
    • High school or equivalent degree preferred
